JOB TITLE: Program Assistant (Targeting) – VAM

Contract Type: National Fixed-Term Contract Grade: G6 UNIT/DIVISION: Research, Analysis and Monitoring (RAM) DUTY LOCATION (City, Country): Port-au-Prince, Haiti

DURATION: 12 months (renewable)

ORGANIZATIONAL CONTEXT

This position is based in Port-au-Prince, Haiti , and reports directly to the National Officer (NOA) , under the overall authority of the International Officer VAM within the RAM unit.

JOB PURPOSE

Provide technical and analytical support to the Country Office in Haiti in the areas of targeting and prioritization. The incumbent will coordinate processes related to outsourced targeting, ensure methodological rigor, and contribute to evidence-based decision-making for program design and implementation.

MAIN RESPONSIBILITIES (non-exhaustive list, within the framework of delegated responsibilities)

Support the technical and strategic processes related to outsourced targeting, by providing analytical and methodological support to those responsible for the activities.
Contribute to the design, planning and implementation of targeting mechanisms, including the drafting of calls for expressions of interest (EOIs) and requests for proposals (RFPs).
Evaluate the proposals from partners, ensuring methodological soundness, operational capacity and cost efficiency.
Support budget negotiations with partners to ensure a balance between quality, feasibility and availability of resources.
Contribute to the implementation of monitoring and quality control systems to assess compliance with eligibility criteria and to identify inclusion/exclusion errors.
Support the training and development of educational materials related to vulnerability targeting and analysis.
Document lessons learned and best practices, contributing to the improvement of guidelines, tools and training materials.
Contribute to the development and implementation of a national work plan aimed at strengthening capacities in targeting and prioritization, in accordance with audit recommendations.
Collaborating with gender and protection focal points to ensure inclusive, equitable and transparent targeting processes.
Working closely with program teams to integrate targeting strategies into general food assistance, livelihoods, resilience and school feeding activities.
Perform any other related tasks as needed.

QUALIFICATIONS AND EXPERIENCE

Education: High school diploma required. A university degree in economics, statistics, social sciences, food security or a related field is preferred.

Experience: At least 6 years of progressive experience in food security analysis, targeting, vulnerability monitoring, or related fields. Experience coordinating with partners and managing outsourced processes is an asset.

KNOWLEDGE AND SKILLS

Good knowledge of food security and vulnerability analysis methodologies.
Basic understanding of WFP’s institutional targeting guidelines and audit processes.
Ability to compile, analyze and interpret complex datasets.
Excellent communication and negotiation skills.
Proficiency in data visualization and reporting tools.
LANGUAGES: Proficiency in English and French is required.
